the Board to serve as the coordinating unit of government in applying for the <br />funds. The Substance Abuse Advisory Council will be preparing their <br />recommendation to the Board regarding what projects to fund and their <br />corresponding funding levels. This recommendation will brought to the Board <br />at a later date. The grant's second. year will continue to be funded 75% from <br />the state and 25% from the County. The budgetary impact on the County will <br />be approximately $50,000. <br />RECOMMENDATION <br />Staff recommends the Board accept the invitation to serve as the coordinating <br />unit of government in the FDCA Anti -Drug Abuse Act Formula Grant Program <br />and authorize the Board Chairman to sign the Certification of Participation <br />naming Randy Dowling as the contact person. <br />Commissioner Wheeler introduced Cheryl Ann Burke, Executive <br />Director of the Substance Abuse Council of Indian River County, <br />who announced that the Council meets the fourth Monday of every <br />month at the Vero Beach Police Station and would welcome anyone <br />wishing to volunteer their time to help in this effort. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Wheeler, the Board unanimously accepted <br />the invitation to serve as the coordinating unit of <br />government in the FDCA Anti -Drug Abuse Act Formula <br />Grant Program, and authorized the Chairman to sign the <br />Certification of Participation naming Randy Dowling as <br />the contact person. <br />CERTIFICATE OF PARTICIPATION IS ON FILE IN THE OFFICE OF THE <br />CLERK TO THE BOARD <br />CHANGE ORDERS <br />#6 and #7 <br />- HVAC SYSTEM <br />- IRC JAIL, <br />PHASE III <br />The Board <br />reviewed <br />the following <br />memo dated <br />3/12/91: <br />TO: Board of CountyCommissioners <br />FROM: Doug Wright,1Director <br />Department of Emergency Services <br />DATE: March 12, 1991 <br />SUBJECT: Authorization for Change Order #6 and #7 - <br />Funding for Test & Balance of HVAC Phase III <br />Indian River County Jail <br />It is respectfully requested that the information contained herein <br />be given formal consideration by the Board of County Commissioners <br />at the next scheduled meeting. <br />DESCRIPTION AND CONDITIONS <br />The Construction Manager has submitted information concerning <br />Change Order #6 and 7 which requires consideration by the Board of <br />County Commissioners. <br />Information pertaining to Change Order #6 is as follows: <br />23 MOK 8� <br />MAR 19 1991 F�1GE34, <br />
