LETTER: Henry Fischer to Margaret Gunter dated 3-26-91 <br />DATE: March 27, 1991 FILE: fischer.mar <br />DESCRIPTION AND CONDITIONS <br />Henry Fischer is initiating development along the north side <br />of 99th Street (Vickers Rd.) within the City of Sebastian. <br />The County and City staff have recommended that the <br />developer submit a Traffic Impact Study to determine the <br />,—development's impact on the county, city, and state road <br />system. Mr. Fischer retained a Traffic Engineering <br />Consultant to prepare and submit a traffic study as <br />requested by the City. The results of the study indicate <br />that the following improvements should be constructed to <br />maintain adopted Level of Service standards: <br />1) US 1/99th Street Intersection <br />Construct a northbound left turn lane along US 1; <br />Construct an eastbound right turn lane along 99th St.; <br />Construct a southbound right turn lane along US 1; <br />Signalize 99th Street/US 1 if warrants are met. <br />2) 99th Street <br />Widen pavement to 24' <br />3) CR512/US 1 - County improvements should be complete <br />prior to project completion. <br />4) CR510/US 1 - Construct an exclusive left turn lane at <br />east and west approaches. <br />5) Construct signage to prohibit industrial truck traffic <br />being routed through Sebastian Highlands. <br />ALTERNATIVES AND ANALYSIS <br />The above items should. be required by the City of Sebastian <br />as development conditions. Items 1, 3, and 4 are eligible <br />for Traffic Impact Fee Credits. Item 2 is a recommended <br />safety improvement since large trucks will use 99th Street <br />to ingress/egress the industrial land use. This improvement <br />does not provide additional laneage but would widen the <br />existing road by 4' to accommodate wider vehicles. <br />The County has contacted the DOT and requested that the DOT <br />construct the northbound left turn lane at US 1/Vickers Road <br />(see attached June 19, 1989 letter from Chairman Gary <br />Wheeler to William Lewis, DOT), but no response has .been <br />received. <br />24 <br />
