BOOK C93 PAGE25 <br />Since staff had earlier advised the residents that the program could <br />be implemented for a total of $23,000, refunds and checks' will be <br />returned to residents on an equitable basis by the Campaign <br />Coordinator. <br />The proposed program is now before the Board of County Commissioners <br />for consideration and approval as is deemed appropriate. <br />ALTERNATIVES AND ANALYSIS <br />Staff has prepared the EMS EMT/D Protocols required to implement the <br />program in Indian River County on the basis the project is to be <br />regularly reviewed for possible implementation on a county wide basis, <br />VV in the future. The protocols have been submitted to the state for <br />review and approval as required by Chapter 401, Florida Statutes.. <br />The program can be implemented on a gradual basis over the next few <br />years and subsequent stations will not require the amount of funding <br />to put the first unit in service. Essentially, the program consists <br />of enhancing the training of the fire service first responders and <br />improving existing equipment now being utilized by Emergency-- Medical <br />Technicians. <br />The planned project would require additional intense training for the <br />emergency first responders. Staff has put in final form the <br />following for implementation of the project: <br />Developed standards for data collection and analysis as to <br />project goals and objectives; <br />Developed the specialized training program for the project and <br />prepared to initiate immediate training of selected EMTs; <br />Amended existing medical protocols regarding the use of an <br />automatic defibrillator and prepared enhanced EMT standing <br />orders; <br />Developed a mechanism for interval testing of EMT's to ensure <br />continued competency and skill proficiency demonstrations; and <br />Amended current methods of medical control which would include <br />routine reporting and medical review of each incident of <br />application through the quality assurance program now in place. <br />Since the residents have donated to the campaign with the objective <br />of implementing the program in a very timely manner, staff seeks the <br />authority to waive bids for the 'medical equipment referenced above <br />and purchase the items from the lowest and responsible vendor on an <br />emergency basis. Implementation of the program by May 15, 1991, can <br />be accomplished if this recommendation is approved by the Board. <br />George Shaw and other residents from the South Beach area will be in <br />attendance at the scheduled meeting on April 16, 1991, with funds in <br />the amount of $23,000 to be turned over to the County at that time if <br />the program is approved. Many residents from this area have donated <br />to this campaign and the citizens mentioned above gave copious time <br />to raise the funds for this project they sorely want a year earlier <br />than it would be available if normal processes were followed. <br />There is absolutely no doubt that this program will be of significant <br />value to the EMS system in this county and many lives will be saved <br />as well as serious injuries will be minimized due to quick and <br />competent attention by emergency services personnel. <br />46 <br />
