BooK 83 ?a,E M <br />Appraisal services fall under the category of professional <br />services that are not subject to CCNA. The new County <br />Purchasing Manual requires that professional services not <br />subject to CCNA be procured utilizing CCNA procedures <br />without CCNA fee restrictions. Prior to the new Purchasing <br />Manual, appraisal services were procured using informal <br />bidding procedures whereby written quotes were requested <br />from local appraisers. In order to expedite acquisition of <br />right-of-way, staff requests that appraisal services be <br />exempt from the requirements of the purchasing manual and be <br />procured through informal bidding procedures. <br />ALTERNATIVES AND ANALYSIS <br />The following alternatives are presented: <br />'Alternatives No. 1 <br />Exempt all appraisal services from CCNA procedures and <br />contract with Napier Appraisal Services, to perform the <br />work at a cost of $10,500. <br />Alternative No. 2 <br />Bid the work through the Purchasing Department using <br />CCNA procedures. <br />RECOMMENDATIONS AND FUNDING <br />Staff recommends Alternative No. 1 whereby the County <br />contracts with Napier Appraisal Services at a cost of <br />$10,500. Funding to be from Account 309 -Indian River <br />Boulevard North. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Wheeler, the Board unanimously agreed <br />to exempt all appraisal services from CCNA procedure <br />and authorized a contract with Napier Appraisal <br />Services at a cost of $10,500 as recommended by <br />Staff. <br />Chairman Bird questioned whether hiring a non -AIA firm might <br />turn out to be important in a situation where we might have to <br />defend the appraisal in court. Assistant County Attorney Collins <br />understood that MAI and SRA merged into one organization and it <br />should not make a difference and County Attorney Vitunac added that <br />a new state law forbids us from requiring a certain designation <br />when we hire appraisers. <br />SELECTION COMMITTEE FOR TESTING SERVICES <br />The Board reviewed memo from Capital Project Manager Thompson <br />dated April 8, 1991: <br />58 <br />
