McCAIN <br />AND STAFFED CAPITA ECTS ENGINEER <br />BY: DEP TILITY SERVICES <br />SUBJECT: WESTERN EFFLUENT DISPOSAL SYSTEM <br />r. MR 0, <br />Several years ago, the County Department of Utility Services <br />embarked on a citrus reuse program. We are currently involved in a <br />reuse application study as a joint venture with the University of. <br />Florida, St. John's Water Management District, and ourselves. The - <br />study is proceeding on schedule; however, we currently find <br />ourselves in immediate need of additional effluent disposal. We <br />have decided to proceed with the construction of an effluent <br />delivery system to serve both grove irrigation and an additional <br />300,000 gallons per day percolation pond west of I-95. <br />ANALYSIS <br />We must now upgrade and modify the existing plans and specifications <br />for the project (i.e., possible route change, different delivery <br />pumps, etc.). The immediate need for disposal is 1 million gallons <br />per day, 300,000 GPD will come from the ponds, leaving 700,000 GPD <br />to potentially go to grove owners. We have negotiated a Work <br />Authorization with Camp Dresser & McKee (the original design <br />engineers) to make necessary changes to the project, along with <br />grove owner meetings. Please see the attached scope of services <br />(Attachment A) for details of services. The cost for these <br />engineering services is set up in three parts, basic services of <br />$12,570.00, with two other areas of service on an as -needed basis <br />(cost element two and three @ $5,000.00 each). We would also like <br />to proceed with an appraisal of the proposed percolation pond site <br />for purchase (see attached location map). <br />Funds for this work will come from the Impact Fee Fund. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve both the attached Work <br />Authorizations with Camp Dresser & McKee and authorize the appraisal <br />for purchase of the percolation pond site. <br />Utilities Director Terry Pinto explained it is really not a <br />new project; it is updating the existing design and continuing the <br />negotiations that are going to be necessary to go to the grove <br />owners. The interview selection process was to look at <br />qualifications, not bid the project; so we are looking at <br />qualifications for something that was already designed.
