Commissioner Scurlock commented that presents a potential cash <br />flow problem and Chairman Bird suggested the rate should be looked <br />at periodically. <br />Chairman Bird asked Dick Stevens, Director of Life for Youth <br />Ranch, if he wished to address the Board and Mr. Stevens indicated <br />his approval of the new financing terms, which he had prayed for. <br />THE CHAIRMAN CALLED FOR THE QUESTION <br />It was voted on and carried unanimously. <br />SAID DOCUMENT IS ON FILE IN THE OFFICE OF <br />CLERK TO THE BOARD <br />REQUEST TO SCHEDULE PUBLIC HEARING TO ADOPT SUPPLEMENTARY ORDINANCE <br />The Board reviewed memo from Assistant County Attorney Will <br />Collins dated March 26, 1991: <br />TO: The Board of County Commissioners <br />FROM: W William G. Collins II - Assistant County Attorney <br />DATE: March 26, 1991 _ <br />SUBJECT: Supplementary Ordinance and Rule Dealing With <br />Environmental Health <br />The Environmental Health Department has forwarded a proposed <br />ordinance and rule. The ordinance would be adopted by the Board of <br />County Commissioners. The Rule would be adopted by the Board of <br />County Commissioners sitting as the Environmental Control Board. <br />It is the opinion of this office and the Environmental Health Department <br />that this ordinance and rule adds no powers not already available under <br />Section 7 of the Special Act creating the Environmental Control Board. <br />In subsection (1) of Section 7 of the Environmental Control Act, the <br />environmental control officer is given the duty and power of "enforcing <br />the provisions of this act and county ordinances, adopting enforcement <br />procedures provided herein, and rules promulgated, and all laws of the <br />state and rules of state agencies, including the Department of <br />Environmental Regulation and the Department of Health and <br />Rehabilitative Services, pertaining to environmental control. <br />The proposed ordinance in Section 3 expands the adoption by reference <br />to include other agencies not specifically listed in the Special Act, such <br />as DNR, St. Johns River Water Management District, the Division of <br />Forestry, and the Departments of Business and Professional Regulation. <br />69 <br />1001 83 cn-14P <br />
