Fencing to Secure Phase III <br />Additional chain link security fencing is needed to totally protect <br />the detention facility from direct access by the general public. <br />This security fencing was requested by the Sheriff's Department and <br />DOC agrees that this will enhance the security at the facility. <br />Three quotes were received from fence companies with .the lowest being <br />Sharpe Fence Company in the amount of $4,092.00 and the other two <br />each being in the amount of $4,900. The Construction Manager and <br />staff recommends the Board accept the low quote and authorize the <br />additional fencing. <br />Portable Radios for Building & Grounds Maintenance Personnel to Use <br />In Detention Facility <br />The Building and Grounds Division of the Department of General <br />Services have requested that three (3) UHF portable radios be <br />purchased for use by maintenance staff. The maintenance personnel <br />experience and daily need to be able to talk with other maintenance <br />staff in locating electrical, plumbing, and HVAC problems in other <br />areas of the facility. This would eliminate some of the time now <br />required to complete maintenance assignments and preclude use of <br />security personnel equipment which is needed by correctional <br />personnel in their duties. <br />GSA prices for the portable communications equipment totals $2,118.75 <br />which includes belt loop, charger, and programming. Staff recommends <br />approval of this request and asserts that justification has been <br />established. <br />Replacement of Two Closed Circuit Television Cameras (CCTV) - Cameras <br />P lv . <br />The Building and Grounds Division requests that the Board authorize <br />replacement of two CCTV units which are currently in use but barely <br />functional. These CCTV's would replace the units now being utilized <br />in the sallyport area which are unserviceable and maintenance <br />expenses exceed the value of the units. Further, the sallyport area <br />is critical in terms of security since this is the prisoner entry <br />area and clear monitoring must be available at all times. <br />Blevins Electric Company, the detention electronics subcontractor, <br />has submitted a price of $1,685.00 each or $3,370.00 for the units <br />which do not include lens. The lens from the old CCTV's can be used <br />on the new units. Replacement of the units can be accomplished by <br />the Building and Grounds Division precluding installation expense. <br />Staff recommends the Board approve the purchase of the two CCTV's <br />from Blevins which has done outstanding work on Phase II and III of <br />the detention facility. <br />Additional CCTV's For Detention Facility - Visitation Area <br />The Sheriff's Department Jail Administrator has requested that two <br />additional CCTV's with monitors, enclosures, and mounts be purchased <br />and installed for security purposes in the visitation area of the <br />facility. These CCTV's would provide for observation of visitors <br />from the time they enter the facility until they travel upstairs to <br />the visitation area and preclude utilizing personnel or additional <br />staff for this purpose. <br />In terms of security and maximum beneficial use of personnel, the <br />request for the additional CCTV's appears to be justified. Blevins <br />Electric has submitted a proposal to provide two state of the art <br />1 1 BOOK. <br />APR �&3 1991 <br />
