CCPR �� °3 1991 t;oo� �� �Wi 171 <br />6) The Committee has been talking quietly with Indian River <br />Shores about the possibility of exchanging the 5 -acre parcel of <br />undeveloped property that the County has left at the Tracking <br />Station Park for some property that Indian River Shores might <br />own, such as the 40 acres at Gifford Park, which is under lease <br />to the County. The Committee feels that perhaps we should <br />consider making a trade for that piece and see how the numbers <br />work out. They would like the Commission to authorize <br />Administrator Chandler or the appropriate staff to work with the <br />staff of Indian River Shores and continue some discussions and <br />negotiations along these lines. The County has developed all of <br />the oceanfront that we have at the Tracking Station Park, and <br />these 5 acres lie between the oceanfront and AIA. The Committee <br />feels that there probably wouldn't be a need to develop that to <br />add to that park, and that if we did, we probably would end up <br />with some problems in attempting to develop it into anything but <br />a very passive nature because of the surrounding residences. The <br />5- acre piece is lightly wooded with some palmettos and sea <br />grapes. <br />Commissioner Scurlock pointed out that the County already <br />has a lease on the property at Gifford Park and he would prefer <br />to see us consider trading this for a new piece of property, such <br />as the 40 acres next to the Fairgrounds. Gifford Park is not <br />going away, so why trade something for something we already have? <br />Chairman Bird admitted that we do have another 12 or so <br />years on the lease on the property at Gifford Park. However, the <br />County is making considerable improvements up there, and he felt <br />the residents and the people who enjoy the use of that park <br />probably would feel more comfortable if it was under county <br />ownership in perpetuity rather than subject to the lease with <br />Indian River Shores. He wasn't suggesting that it is an even <br />trade or saying that is what we have to trade for, but the <br />Committee is asking that Director Davis be given authorization to <br />establish some value on our 5 -acre piece at the Tracking Station <br />Park and ask Indian River Shores to establish some value on <br />pieces that they might have that we might be interested in. <br />Indian River Shores also may be able to purchase an additional <br />piece we could trade for. <br />Commissioner Scurlock interjected that he had looked into it <br />a while back and believed that parcel could be developed into 16 <br />residential lots which probably would have a value of at least <br />$1 -million.
