MM File #1422 <br />Augus 25, 2014 <br />NON-EXCLUSIVE PROFESSIONAL ENGINEERING AGREEMENT <br />CONTINUING CONSULTING SERVICES <br />"EXHIBIT 1" <br />WORK ORDER NO.7 <br />(Scope of Work) <br />Project Description <br />Masteller & Moler, Inc. (MM) is pleased to present you with Work Order #7 which <br />professional engineering services for design and preparation of construction plans, and E <br />applications covering the proposed sanitary sewer collection and conveyance project. Tt <br />covers the two (2) commercial areas which are part of Study Area #1 covered in the <br />Sewer Feasibility Study and Report for the North Sebastian Area" prepared by Masteller I <br />and dated November 2013. The feasibility study provided the preliminary design of <br />sanitary sewer collection and conveyance system along with project cost estimates for S' <br />#1. <br />provides <br />ermitting <br />e project <br />'Sanitary <br />loler Inc. <br />a gravity <br />adv Area <br />Several meetings have been held with the City of Sebastian Staff, the Indian River Count Utilities <br />Director, and Masteller & Moler, Inc. during which it was determined that the commercial areas of <br />Study Area #1 should move forward with design, construction plans, and permitting. A project <br />which is "bid ready" will have a greater probability of securing construction grant funding than a <br />project only at the "study" phase. <br />The two (2) commercial areas of Study Area #1 which will be included in this project are enerally <br />described as follows: <br />The commercial area in the unincorporated part of Indian River County along the ast side <br />of US Highway #1 from the Sebastian Cemetery north to Bay Street. <br />The commercial area in the City of Sebastian including North Central Avenue, Jackson <br />Street, Madison Street and Davis Street. <br />Indian River County and the City of Sebastian both recognize the numerous benefits to a gained <br />by the construction of a sanitary sewer gravity collection and conveyance system in these two (2) <br />commercial areas. One benefit of constructing a public sewer system is the elimination of <br />numerous existing and future septic systems which result in pollution of the groundwater table and <br />ultimately pollution of the Indian River Lagoon to the east. Also, in many cases the a septic <br />systems represent inconvenience and expense to the users due to their malfunction. The lack of <br />public sewer prevents or limits the orderly growth of commercial development. Since both of these <br />areas included in the project are designated for commercial development, the availability of public <br />sanitary gravity sewer will facilitate the development of these areas. The accelerated commercial <br />development growth will increase employment in the area and provide increased econom c activity <br />and stability in the north County and Sebastian area. <br />A brief description of the scope of services for this Work Order is provided below: <br />
