DeBraal, Deputy County Attorney <br />DATE: March 7, 2011 <br />SUBJECT: Approval of Mediated Settlement Agreement with <br />Matthew and Hilda Harbourt, 3675 66th Avenue, Vero Beach <br />1. Introduction. The following information is submitted for consideration by the Board of <br />County Commissioners. (Board) in approving a Mediated Settlement Agreement with <br />Matthew and Hilda ;Harbourt for property acquisition associated with the construction of <br />66th. Avenue north of State Road 60 (hereinafter referred to as "Project"), in 'Indian River <br />County. The limits of the Project are from the intersection of SR 60 to Barber Street in <br />Sebastian, with this parcel falling within Phase I of the project, SR 60 to 41St Street. <br />Mathew and Hilda Harbourt own a 9.33 acre parcel of property located at 3675 66th <br />Avenue. This property is the Harbourts' homestead and lies at the southwest corner of <br />66th Avenue and 37th Street. This site is rectangular in shape with 1,290.11 feet of <br />frontage along 66th Avenue and is 315 feet deep. The property is located outside the <br />urban service boundary and is zoned A-1 Agricultural. The parcel contains a 4 bedroom, 3 <br />bath, 2,797 square foot concrete block house built in 1964. The southern -most 7.8 acres <br />of the property is planted in citrus trees and is a productive grove. The Harbourts are both <br />in their Cate 80's and are interesting story tellers about life in the citrus business in the first <br />half of the 1900's.
