DeBlois, AICP_W> <br />Chief, Environmental Planning <br />DATE: June 3, 2013 <br />RE: Request for Board Approval of an Agreement with Grand Harbor Community <br />Association, Inc. for Improvement and Maintenance of Boat Club Island (a.k.a. <br />Spoil Island IR -25) <br />It is requested that the Board of County Commissioners formally consider the following information at <br />the Board's regular meeting of June 11, 2013. <br />DESCRIPTION AND CONDITIONS <br />Boat Club Island, also known as Spoil Island IR -25, is located in the Indian River Lagoon west of the <br />Intracoastal Waterway Channel, approximately one-half mile north of Grand Harbor Marina. The island is <br />owned by the State Board of Trustees of the Internal Improvement Trust Fund (BTIITF). <br />From the mid 1960s through the mid 1990s, a local group known as the Vero Beach Boat Club <br />maintained boat docks and a picnic pavilion on the island. In 1996, the Boat Club requested that the <br />County take over management of facilities on the island. Accommodating that request, Indian River <br />County entered into a 10 -year agreement with the State in March 1996 to manage the island facilities. <br />Those facilities were substantially damaged in 2004 by hurricanes, after which a damaged pavilion was <br />removed. Three docks, two of which are in substantial disrepair, remain at the island. <br />Although the County's 1996 management agreement with the State expired in 2006, the County, in March <br />2010, entered into a formal sovereignty submerged lands lease with the BTIITF for use of the southern <br />portion of Boat Club Island for public recreation. That five-year lease is set to expire on January 25, 2015, <br />unless otherwise renewed for a longer term. <br />Recently, county staff was contacted by members of the Grand Harbor Community Association, which is <br />interested in entering into an agreement with the County to cost -share dock repairs on the island and to <br />provide volunteer services to clean-up and maintain the County's lease area. To that end, attached hereto <br />is a proposed "Agreement for Improvement and Maintenance of Boat Club Island" between the County <br />and Grand Harbor Community Association, Inc. for the Board's approval consideration. <br />
