Indian River County,Florida <br /> Notes To Financial Statements <br /> Year Ended September 30, 2012 <br /> NOTE 12—ACCOUNTS PAYABLE- Continued <br /> The County has not engaged in any short-term debt activity during fiscal year 2012 other than that <br /> listed in Note 9. <br /> Due To Other Governments —Governmental Activities <br /> `IOn August 21 2012 the County approved a 5-year payment planagreement with the State of Florida to <br /> pay back $790,434 in disputed Medicaid billings. Monthly payments began on October 5, 2012. The <br /> County recorded these payments as a liability, Due to Other Governments, in the government-wide <br /> Statement of Net Position at September 30, 2012. <br /> Due To Other Governments —Utilities Fund <br /> On August 25, 2010, the County received notification from the State Division of Emergency <br /> ( Management that a repayment of $2,827,524 may be due to the Federal Emergency Management <br /> Agency (FEMA) for disallowed costs related to a sewer project. The County has appealed FEMA's <br /> decision. As of September 30, 2012, the County recorded these costs as a liability, Due to Other <br /> Governments, in the Utilities proprietary fund while awaiting FEMA's response to the appeal. <br /> 73 <br />
