SECTION S. APPLICABILITY <br />The provisions of this Ordinance shall apply in the <br />unincorporated areas of Indian River County and in those <br />incorporated areas where the governing municipality has not <br />adopted a conflicting ordinance. <br />SECTION 9. SEVERABILITY <br />If any section, part of a sentence, paragraph, phrase or <br />word of this Ordinance is for any reason held to be <br />unconstitutional, inoperative, or void, such holding shall <br />not affect the remaining:.portions hereof, and it shall be <br />construed to be the legislative intent to pass this Ordinance <br />I <br />without such unconstitutional,'invalid, or inoperative part. <br />SECTION 10. EFFECTIVE DATE <br />The provisions of this Ordinance shall become <br />effective upon receipt from the 'Florida Secretary of State <br />of official acknowledgment that this Ordinance has been <br />filed with the Department of State. <br />Approved` and adopted by the Board of County <br />Commissioners of Indian River County, Florida on this 14 <br />day of May , 1991. <br />This Ordinance was advertised in the Vero Beach <br />Press Journal on the 20_ day of April , 1991, for a <br />• public. hearing to be held on the 14 _ day of <br />May , 1991, at which time it was moved for <br />adoption by Commissioner Faaert ___, seconded .by <br />Commissioner Bowman , and adopted by the following <br />vote: <br />Chairman Richard N.
