PROCESS <br /> The Needs Assessment and Planning Sub-Committee begin the process assessing areas of <br /> ' Indian River County that demonstrate a need and warrant further study. The Children's <br /> Services Advisory Committee reviews the reports of both sub-committees. This report has been <br /> titled "The Children's Services Plan". <br /> The Grant Review Sub-Committee advertises an application, titled "Request for Proposal" <br /> through the Indian River County Purchasing Department. The request for proposal is advertised <br /> in the Indian River County newspapers for all qualified organizations to respond; and agencies <br /> known to provide services to Indian River County children are also mailed the Request For <br /> Proposal. In the course of the year Staff encourages all area agencies to respond to the <br /> Request for Proposal. <br /> Upon receipt of the applications the Grant Review Sub-Committee screens these applications, <br /> interviews the applicants, and recommends funding to the Children's Services Advisory <br /> Committee. The Children's Services Advisory Committee then makes a recommendation to the <br /> Indian River County Board of Commissioners regarding the next fiscal year's funding. The <br /> program applications are considered one time a year only. The Board of County <br /> Commissioners has final approval of tax dollars spent for Children's Services. <br /> OVER-ARCHING GOALS <br /> The committee recognizes the need to emphasize improving existing systems, encouraging <br /> collaboration among service providers, promoting research based assessment, encouraging <br /> innovation, and facilitating greater feedback from stakeholders, professionals, and the <br /> community. Primary prevention and early intervention efforts will be prioritized as a continuum <br /> of care. Requests for proposals (RFP) must be targeted to meet the needs identified. <br /> Provide the children of Indian River County the skills and experiences necessary to succeed to <br /> adulthood in a safe, healthy, and productive manner. <br /> Support caregivers (parents)—a child's most important resource —to be and do what is needed <br /> to prepare and guide children to adulthood in a safe, healthy, and productive manner. <br /> - 6- <br /> 41 <br />
