Based on preliminary analysis,staff has determined that the bus hub can be located in the existing parking lot <br /> west of Building A on the county administration campus and that the$1.1 million FTA grant can be used for <br /> bus hub design and construction on that site. Using the hub layout originally proposed for the l 7th Street site, <br /> staff has developed several site designs for the hub. While each of the designs results in a loss of parking <br /> spaces in the west lot, those spaces are currently used for county vehicle and staff parking. With the hub <br /> relocation,that parking can be relocated to the south parking lot where the existing hub is located. <br /> There are several factors that will influence the design of the relocated hub. These are: <br /> • Extension of 20th Avenue. If the city of Vero Beach opts to extend 20`h Avenue south from Aviation <br /> Boulevard,the new hub could be located in the western part of the west parking lot,and the existing <br /> access drive from Aviation Boulevard to 26th Street could be eliminated. <br /> • Use of 20"'Avenue Right-of-Way. If the City of Vero Beach opts not to extend 20th Avenue,there <br /> may be an opportunity for the bus hub to partially locate in the 20t1i Avenue Right-of-Way area. That <br /> would allow the County to keep the existing Aviation Boulevard to 26th Street access in the same <br /> general alignment as it is presently. <br /> • No extension of 206 Avenue and no use of 20th Avenue Right-of-Way. If 20th Avenue is not extended <br /> and if the 20th Avenue Right-of-Way is not available for use,the hub design will be more constricted, <br /> and the Aviation to 26th Access may be more circuitous. <br /> On January 18, 2013, City, County, and Senior Resource Association staff are scheduled to meet on the <br /> proposed hub design. At that time, the parties will also discuss an extended timeframe for the County to <br /> comply with the City's zoning citation notice. <br /> Once a general design has been developed,staff will present that design to the BCC for its consideration.
