Keating, P; Co ity Development Director <br /> J <br /> FROM: Stan Boling, AICP <br /> Planning Director <br /> DATE: January 8, 2013 <br /> SUBJECT: Consideration of Amendments to Land Development Regulations(LDRs)Chapters <br /> 911, 912, and 971 to Allow Outdoor Vehicle Storage Use in the CL (Limited <br /> Commercial) and CG (General Commercial) Zoning Districts and To Eliminate <br /> Limitations on Length of Recreational Vehicles Stored Outside on Residential <br /> Properties (PUBLIC HEARING #1) <br /> It is requested that the following information be given formal consideration by the Board of County <br /> Commissioners at its regular meeting of January 22, 2013. <br /> BACKGROUND <br /> At its meeting of September 11, 2012, George Sigler appeared before the Board of County <br /> Commissioners (Board) and requested that the county change its land development regulations <br /> (LDRs) to allow paved or unpaved outdoor vehicle storage as an allowed use in the CL (Limited <br /> Commercial) zoning district. Currently, Mr. Sigler owns CL-zoned property located at the <br /> southwest corner of 27th Avenue SW and 6th Street SW, and wishes to develop an outdoor vehicle <br /> storage use on that site. During discussion at the September 1 lth meeting,the Board directed staff to <br /> evaluate allowing outdoor vehicle storage in the CL district under special conditions. Such special <br /> conditions could involve designating outdoor vehicle storage as a special exception use. <br /> In response to the Board's direction, staff met with Mr. Sigler, surveyed outdoor vehicle storage <br /> regulations of other local governments, analyzed Indian River County's existing regulations, and <br /> reported back to the Board. At its October 23,2012 meeting,the Board considered staff's analysis <br /> and directed staff to initiate amendments to the LDRs to allow outdoor vehicle storage in the CL and <br /> CG districts as a special exception use,subject to 6 criteria provided in staff's analysis. In addition, <br /> the Board directed staff to revisit the county's existing limitation on the length of recreational <br /> vehicles stored outside on individual residential properties.
