COMMUNITY <br /> i DEVELOPMENT <br /> INDIAN RIVER COUNTY, FLORIDA <br /> MEMORANDUM <br /> TO: Joseph A Baird; County Administrator <br /> DE TMENT HEAD CONCURRENCE: <br /> Robert]mating, AIC ; Co ity Development Director <br /> FROM: Stan Boling, AICP <br /> Planning Director <br /> DATE: December 17, 2012 <br /> SUBJECT: Consideration of Meeting Dates for Proposed Amendments to the County's <br /> Land Development Regulations (LDRs) to Allow Outdoor Vehicle Storage <br /> Use in the CL (Limited Commercial) and CG (General Commercial) Zoning <br /> Districts <br /> It is requested that the data herein presented be given formal consideration by the Board of <br /> County Commissioners at its regular meeting of January 8, 2013. <br /> BACKGROUND <br /> At its meeting of September 11, 2012, George Sigler appeared before the Board of County <br /> Commissioners (Board) and requested that the county change its land development regulations <br /> (LDRs) to allow paved or unpaved outdoor vehicle storage as an allowed use in the CL (Limited <br /> Commercial) zoning district. Currently, Mr. Sigler owns CL-zoned property located at the <br /> southwest corner of 27th Avenue SW and 6th Street SW, and wishes to develop an outdoor <br /> vehicle storage use on that site. During discussion at the September 11th meeting, the Board <br /> directed staff to evaluate allowing outdoor vehicle storage in the CL district under special <br /> conditions. Such special conditions could involve designating outdoor vehicle storage as a <br /> special exception use. <br /> In response to the Board's direction, staff met with Mr. Sigler, surveyed outdoor vehicle storage <br /> regulations of other local governments, analyzed Indian River County's existing regulations, and <br /> reported back to the Board. At its October 23, 2012 meeting, the Board considered staff's <br /> analysis and directed staff to initiate amendments to the LDRs to allow outdoor vehicle storage <br /> in the CL and CG districts as a special exception use, subject to 6 criteria provided in staff's <br /> analysis. In addition, the Board directed staff to revisit the county's existing limitation on the <br /> length of recreational vehicles stored outside on individual residential properties. <br /> `-- Staff has now drafted an LDR amendment ordinance as directed by the Board.
