Board of County Commissioners <br /> December 31, 2012 <br /> `�— Page Two <br /> Prior to final adoption of Ordinance 2012-16 by the City Council, the Board of County Commissioners <br /> discussed possible new incentives which the County could adopt in the Enterprise Zone. One possible <br /> incentive mentioned was a waiver of some or all franchise fees charged by the County on utility services <br /> to businesses locating or expanding in the zone. At the conclusion of the discussion, the County Attor- <br /> ney was tasked with exploring all possible incentives, and bringing a "menu" of possible incentives to <br /> the Board for initial consideration—which is the purpose of this agenda item. <br /> The County Attorney's expectation is that the Board will consider the possible incentives discussed in <br /> this memo, and will identify those which the Board is willing to consider for adoption. At that point, <br /> County staff will fully analyze the identified incentives and, unless problems are discovered, will move <br /> forward with the final consideration and adoption process. <br /> DISCUSSION AND ANALYSIS. <br /> The process of identifying possible new incentives for the Enterprise Zone begins with an understanding <br /> of the incentives which already exist. Existing incentives fall into several categories: (1) County creat- <br /> ed economic development incentives which generally apply throughout the entire unincorporated Coun- <br /> ty, including the Enterprise Zone, (2) State of Florida created incentives which are specific to Enterprise <br /> Zones, and (3) County created incentives which are specific to the Enterprise Zone. <br /> County created incentives which apply throughout the entire unincorporated County, including the En- <br /> terprise Zone, are summarized in the Economic Development Initiatives section and Policy 2.2 of the <br /> Economic Development Element of the County's 2030 Comprehensive Plan (collectively attached as <br /> Exhibit B), and include: <br /> • Qualified target industry tax refund program <br /> • Local jobs grant program <br /> • Impact fee financing program <br /> • Waiver of County utility deposits <br /> • Expedited permitting <br /> • Industrial revenue bonds <br /> • Ad valorem tax exemption approved by referendum in November 2010 <br /> • Assistance with federal or state grant applications <br /> • Special incentives granted by the BCC on a case by case basis (e.g., infrastructure im- <br /> provements, etc) <br /> • Training/Recruitment programs offered by Workforce Solutions <br /> R l4nonevlLindnIGEAFR-ILIBCCl9gendn AlemoslEnterpnse Zone Incentives Id- <br /> 101 <br />
