Polackwich, Sr., County Attorney <br /> DATE: January 2, 2013 <br /> SUBJECT: Sale of Surplus State Land — Indian River Correctional Institute <br /> At its August 21, 2012, meeting the Board approved a Resolution stating its interest in <br /> purchasing the former Indian River Correctional Institute property from the State of <br /> Florida. Administrative rules require the State to obtain an appraisal on surplus land <br /> prior to its sale. The Florida Department of Environmental Protection, Division of State <br /> Lands obtained appraisal quotes from four DEP approved appraisers. The lowest most <br /> responsible bidder was Steven Boyle of Boyle & Drake of Vero Beach, Florida with an <br /> appraisal cost of $8,991. The other appraisal quotes ranged from $24,500 to a not to <br /> exceed price of $46,000. <br /> If the County were to purchase the property, the County would be free to do as it <br /> pleases with the property. There would be no restrictions on the use of the property as <br /> is often times the case when purchasing environmentally sensitive land or lands bought <br /> with state grants. All of the former correctional institutes closed by the state last year <br /> have been declared surplus property and have been offered for sale via the appraisal <br /> method. For example, a larger, 250 acre former corrections surplus site in north Florida <br /> was recently appraised and while the appraisal report assigned significant value to the <br /> land, it also concluded that demolition of the structures (asbestos was found in several <br /> of the buildings) would be expensive. The conclusion of the appraisal established a <br /> final value of the property of less than $2,000 per acre. <br /> Should the Board decide not to proceed with obtaining an appraisal, it is likely we would <br /> lose any priority in purchasing the property as the County now enjoys an exclusive <br /> option to buy the property at the price established by the appraisal. . <br /> Indiav River Co.
