Polackwich, Sr., County Attorney <br /> DATE: December 21, 2012 <br /> SUBJECT: Amendment to Purchasing Manual <br /> Section 105.06 of the Indian River Code, entitled "Purchasing Policies and Procedures," provides that <br /> �- "the County Administrator shall prepare a policies and procedures manual which shall provide county <br /> employees with practices and procedures that are to be followed consistent with the principles embodied <br /> in this chapter." Pursuant to this provision, the County Administrator prepared a Purchasing Manual <br /> which has been utilized by County employees for many years. <br /> In the summer and fall of 2012, the Purchasing Manual was substantially rewritten, and was submitted <br /> for review and approval by the Board of County Commissioners, in light of the extent of the changes. <br /> The Board approved the revised manual on October 2, 2012. <br /> More recently, at its meeting on December 11, 2012, while reviewing an RFQ agenda item, the Board <br /> engaged in a lengthy discussion on the preferred method of ranking competing firms which respond to <br /> an RFP or RFQ, and asked staff to review the issue.
