Brown, CGFO <br /> Director, Management & Budg <br /> Background <br /> As the Board is aware, the Mental Health Association has experienced some serious operational <br /> problems during the last few months. These events have led to the resignation of the organization's <br /> CEO and a major turnover of the Board of Directors. The Hospital District, the United Way, and the <br /> Robert F. and Eleonora W. McCabe Foundation have suspended funding for the agency in light of the <br /> organization's problems. Additionally, the Department of Children and Families (DCF) has launched an <br /> investigation regarding various financial and operational matters at the Mental Health Association. <br /> The County's approved budget for this fiscal year includes funding for the Mental Health Association in <br /> the amount of $26,125. On December 20, 2012, staff sent a letter (see attachment) to the agency <br /> advising that reimbursements would be suspended based upon the aforementioned events. The letter <br /> further advised that the matter would be presented to the Board of County Commissioners for a policy <br /> decision on January 8, 2013. <br /> At this time, staff is recommending that the Board of Commissioners suspend funding for the Mental <br /> Health Association until new leadership is in place, the DCF investigation is complete, and the agency <br /> has presented a plan of action to prevent a recurrence of the operational problems experienced <br /> recently. <br /> Staff Recommendation <br /> Staff recommends that the Board of Commissioners suspend funding for the Mental Health Association <br /> for fiscal year 2012/13 until new leadership is in place, the DCF investigation is complete, and the <br /> agency has presented a plan of action to prevent a recurrence of the previous operational issues. <br /> Attachment Indian River County Approved Date <br /> Letter to Kristine D.
