The single-family districts are established to implement p ent the policies of the Indian River County <br /> Comprehensive Plan for managing land designated for residential uses, providing single-family <br /> housing opportunities, and ensuring adequate public facilities to meet the needs of residents. These <br /> districts are also intended to implement the county's housing policies by providing opportunities for <br /> a varied and diverse housing supply. <br /> The multiple-family districts are established to implement the policies of the Indian River County <br /> Comprehensive Plan for managing land designated for residential uses, providing opportunities for <br /> multifamily residential units and ensuring adequate public facilities to meet the needs of residents. <br /> These districts are also intended to implement the county's housing policies by providing <br /> opportunities for a varied and diverse housing supply. <br /> One principal difference between the RS-6 and RM-6 districts that is particularly applicable in this <br /> case is that the RS-6 district does not permit duplex uses, while the RM-6 district allows that use. <br /> ANALYSIS <br /> In this section, an analysis of the reasonableness of the rezoning request will be presented. <br /> Specifically, this section will include: <br /> • An analysis of the request's impact on public facilities; <br /> • An analysis of the request's consistency with the county's comprehensive plan; <br /> • An analysis of the request's compatibility with the surrounding area; and <br /> • An analysis of the request's potential impact on environmental quality. <br /> Concurrency of Public Facilities <br /> The subject property is located within the County Urban Service Area, an area deemed suited for <br /> urban scale development. Within the urban service area, the comprehensive plan establishes <br /> standards for: Transportation, Potable Water, Wastewater, Solid Waste, Stormwater Management, <br /> and Recreation. The adequate provision of those services is necessary to ensure the continued <br /> quality of life enjoyed by the community. To ensure that the minimum acceptable standards for <br /> those services and facilities are maintained, the comprehensive plan requires that new development <br /> be reviewed for concurrency determination. For rezoning requests, that review is undertaken as part <br /> of the conditional concurrency determination application process. <br /> As per the Concurrency Management Chapter of the County's Land Development Regulations, <br /> projects which do not increase land use density or intensity are exempt from concurrency <br /> requirements. In this case, the request is to change the zoning of the subject property from RS-6 to <br /> RM-6. Because both of those districts allow up to 6 units per acre, the proposed rezoning represents <br /> no change in land use density or intensity. Therefore, this rezoning request is exempt from <br /> concurrency review. <br /> z <br /> 119 <br />
