roadway improvement is eligible to receive and what level of service standard applies to a <br /> roadway. <br /> Generally, functional classification designations remain stable over many years, being changed <br /> only when necessary to recognize evolving travel patterns, shifting urban area boundaries, and <br /> other factors. Under the federal functional classification system, all roadways are categorized <br /> either as urban or rural. That urban or rural designation is largely based on the FHWA urban <br /> area boundary which in turn is based on the census designated urbanized area boundary. <br /> As a result of the 2010 Census, Indian River County's census designated urbanized area <br /> boundary changed. Earlier in the year, the Indian River County MPO adopted a revised FHWA <br /> Urban Area Boundary map and a draft Roadway Functional Classification map. Recently, <br /> FHWA expressed concerns about those maps. In particular, the FHWA objected to the <br /> expansion of the Urban Boundary into undeveloped areas west of the existing Urban Boundary. <br /> It is the policy of FHWA to only approve Urban Boundary expansions that recognize existing <br /> and near-term development. For that reason, FDOT has prepared a revised 2013 Urban Area <br /> Boundary and Functional Classification map (Attached). <br /> ANALYSIS <br /> The attached map is the culmination of a series of workshops conducted with FDOT staff to <br /> address the changes in the urban boundary and functional classification in Indian River County. <br /> On October 9, 2013, the MPO considered the revised Urban Boundary and Functional <br /> Classification Map and approved the Map. In order to complete the Functional Classification <br /> process, the revised map must now be approved by the Board of County Commissioners. After <br /> the map is approved by the Board of County Commissioners, the FDOT District Secretary can <br /> forward the information to FHWA for final signature approval. <br /> It should be noted that, although this exercise must be undertaken after every census, the map <br /> can be updated more frequently should conditions warrant. <br /> RECOMMENDATION <br /> Staff recommends that the Board of County Commissioners consider the attached updated Urban <br /> Boundary and Federal Functional Classification map, provide staff with any comments, and <br /> approve the map. <br /> ATTACHMENTS <br /> 1.
