Baird,County Administrator <br /> From: Vincent Burke, P.E., Director of Utility Services <br /> Prepared By: Arjuna Weragoda, P.E.,Capital Projects ManagerAW <br /> Terry Southard, Utility Operations Manager (" <br /> Subject: Change Order No.1 for the Water Plants Lime Slurry Injection Project—UCP 2715 <br /> Bid No:2013028 <br /> DESCRIPTIONS AND CONDITIONS: <br /> The Indian River County Board of County Commissioners (BCC) awarded the contract for the Water <br /> Plants Lime Slurry Injection Project to R.J. Sullivan Corporation at a cost of$2,549,000.00 on May 7, <br /> 2013. Notice to proceed was issued on August 21, 2013 to R.J. Sullivan to start the work at the North <br /> and South Water Treatment Plants. In the meantime, Indian River County Department of Utility <br /> Services (IRCDUS) advertised for bids to replace the existing Acid Tank at the South County RO Water <br /> Treatment Plant. The acid tank replacement bid was open July 11, 2013. At the August 20, 2013 BCC <br /> meeting, Staff recommended rejecting the sole bid received since it was significantly higher than the <br /> Engineer's estimate of probable cost and requested authorization to re-bid. BCC approved rejecting <br /> the subject bid. <br /> Acid is an important chemical in the treatment process. Given the age and deteriorated condition of <br /> the Acid Tank coupled with the lag time involved in the procurement process, IRCDUS requested a <br /> tank replacement proposal from the current contractor, R.J. Sullivan Corporation. They submitted a <br /> proposal to our consultant Kimley-Horn and Associates on September 23, 2013. <br /> ANALYSIS: <br /> R.J.Sullivan Corporation submitted a proposal to replace the Acid Tank for a lump sum amount of <br /> $189,527.00 which is $ 88,888.00 less than the sole bid received on July 11, 2013. Staff and our <br /> consultant have evaluated the proposal and believe that the scope and fee are reasonable. The <br /> Change Order No.1 will add $ 189,527.00 to the current contract amount of $2,549,000.00 for a <br /> total of$2,738,527.00. <br /> FUNDING: <br /> Funds for this project are derived from the S. County RO Acid Tank Replacement budget in the <br /> operating fund.
