(RSI), the Class I <br /> landfill operator, has been placing waste within the northern half of Cell 1. Geosyntec <br /> understands that with the current on-site waste operations, RSI would like to utilize the southern <br /> half of Cell 1 for waste placement. In order to utilize the southern half of the cell, the east-west <br /> temporary rain flap needs to be removed, and the leachate collection system (LCS) for Cell 1 <br /> including the primary geocomposite drainage layer, leachate collection pipe and leachate <br /> collection corridor (aggregate) need to be connected to collect and transmit leachate to the <br /> leachate sump at the northern half of the cell. <br /> In view of the above, SWDD decided to obtain bids for Cell 1 East-West Rain Flap Removal <br /> (Project)through RSI under their operations contract. SWDD requested Geosyntec to prepare bid <br /> documents for the Project. Geosyntec subsequently completed the preparation of the bid <br /> documents including a bid form and construction drawings for obtaining bids for the Project. On <br /> September 19, 2013, SWDD requested Geosyntec to provide a proposal for provision of CQA <br /> monitoring services during the Project. This proposal addresses the proposed CQA services for <br /> the Project. <br /> PROPOSED SCOPE OF WORK <br /> Geosyntec will provide CQA monitoring services during the removal of the temporary diversion <br /> berm and rain flap and connection of the primary geocomposite drainage layer, leachate <br /> collection pipe and aggregate gravel within the leachate collection corridor as described in the <br /> bid form and depicted on the construction drawings. <br /> Geosyntec will provide a CQA senior engineering technician (SET) who will be on-site during <br /> Contractor's work (estimated to be 3 days total) to monitor the field activities and prepare daily <br /> field reports, including photographic documentation. Based on the bid documents, Geosyntec <br /> has assumed a 3-day construction schedule for the Project. The CQA SET will be on site for a <br /> total of three (3) 10-hr days. If the Contractor anticipates the work to extend beyond three (3) <br /> days, Geosyntec will coordinate with the Contractor and RSI to provide monitoring services for <br /> the critical components of the project. <br /> Following completion of field work, Geosyntec will provide SWDD with a brief summary <br /> memorandum of the field work (with the daily reports as attachment) for recordkeeping or <br /> submittal to FDEP if necessary.
