The proposed amendment adds language to LDR Chapter 974 that would exempt outdoo <br />equipment installed in PDs and small lot subdivisions that meet one of the three installatiol <br />from the County's residential decibel level restrictions. As written, the proposed amendmer <br />exempt outdoor mechanical equipment properly located (i.e., adjacent to the building) <br />subdivisions that do not have reduced setbacks. In that noise complaints relating to outdoo <br />equipment in developments with standard setbacks (10 feet or more) are rare (if any), sta <br />proposed amendment is appropriate. <br />Consistency with Comprehensive Plan Policies <br />County Comprehensive Plan Future Land Use Element (FLUE) Policy 1.4 provides that <br />LDRs shall, through building setbacks or other means, ensure that adjacent land uses are cc <br />minimizing the potential noise nuisance of outdoor mechanical equipment to adjacent prope <br />setbacks or other means), the proposed LDR amendment is consistent with FLUE Policy 1.4 <br />conflict with the public interest or any other LDRs. <br />Impacts on Development Costs and Affordable Housing <br />The proposed amendment, which provides three alternatives for the location or sound r <br />outdoor mechanical equipment in developments with reduced yard setbacks, is likely <br />development costs to a limited degree. As discussed at the Board's September 10 meeti <br />difference between a standard AC unit or pool heater unit and a "quiet" model unit is approxi <br />(see minutes, Attachment 1). <br />The amount of potential increase in development costs associated with the amendment varier <br />' on which alternative a homeowner chooses. For example, if a homeowner chooses to in: <br />mitigating improvements instead of locating mechanical equipment adjacent to non -living are <br />from property lines, there will be costs associated with that sound mitigation.
