Kafer, Jr., P.E., County Engine �y <br />SUBJECT: Work Order No. 3 with Bridge Design Associates, Inc. <br />13th Street S.W. Bridge over the IRFWCD Sub -Lateral B-8 Canal (58th Avenue) <br />IRC Project No. 0530 <br />DATE: November 19, 2013 <br />DESCRIPTION AND CONDITIONS <br />On October 3, 2006, County Commissioners approved Work Order No.1 with Bridge Design Associates, Inc. <br />for design of a three -lane bridge on 13th Street S.W. over the Sub -Lateral B-8 Canal (58th Avenue) in the <br />amount of $32,050.00. <br />In 2008, the Board of County Commissioners approved the Capital Improvement Element of the <br />Comprehensive Plan, eliminating the funding for the construction of the 13th Street S.W. Bridge over the <br />IRFWCD Sub -Lateral B-8 Canal (58th Avenue). <br />On August 21, 2012, the Board of County Commissioners approved terminating the design project for the <br />bridge and paid Bridge Design Associates, Inc. 50% of the contract amount. <br />Recently, the Florida Department of Transportation (FDOT), through their Bridge Inspection Program, <br />inspected the subject bridge and determined that substantial repair is required to insure safe travel across <br />the bridge. Estimated cost to provide repairs to this bridge is $50,000.00. The existing bridge is a narrow 2 - <br />lane bridge, built in 1962 and is classified by FDOT as "Functionally Obsolete." The repairs to the existing <br />bridge would include removal of the entire bridge, replacement of all the wooden piles, construct pile caps, <br />and re -installation of the deck units. When completed, the bridge would still be a narrow 2 -lane bridge, <br />classified by FDOT as "Functionally Obsolete," and have a 52 year-old superstructure (deck surface). <br />Therefore, to avoid putting money into an old bridge that may have an extended life expectancy of 5 to 10 <br />years, staff considers designing and constructing a new 3 -lane bridge and installing asphalt millings on the <br />unpaved portion of 58th Avenue from 13th Street S.W. to south of Oslo Road as a long term solution to <br />improve the roadway network in this area. <br />FUNDING <br />Due to the fact that this project was previously eliminated, funds are not currently budgeted.
