Baird, County Administrator <br /> From: Vincent Burke, P.E., Director of UtilitY Sees <br /> Prepared By: Terry Southard, Operations Manager `y <br /> Subject: Work Order No. 5–Moja, Bowles, Villamizar&Associates (MBV), South County RO <br /> Facility Storage Tank Modification—Amendment 1 to Work Order No. 5 <br /> BACKGROUND: <br /> Indian River County Utilities operates two water production facilities, South County RO located at <br /> 15509 th Street SW and North County (Hobart) RO located at 7751 58th Avenue. In August of 2012 <br /> the FDEP approved the expansion capacity at North County RO to 11.44 MGD. On January 14, <br /> 2013 the FDEP gave Indian River County approval to staff and operate the North County RO plant <br /> (Hobart) 24 hours per day seven days per week. Because of this they granted us approval to <br /> reduce operator staffing at the South County RO facility to 16 hours per day seven days per <br /> week. <br /> On Tuesday, February 19, 2013, the Board of County Commissioners approved Work Order No. 5 <br /> to MBV Associates in the amount of$16,800.00 for professional services relating to engineering, <br /> bid review/recommendations, and construction services for the South County RO Storage Tank <br /> Modifications. <br /> On September 18, 2013 the Purchasing Department opened bids for the South County RO <br /> Storage Tank Interconnect Project. The Engineer's cost estimate for this project was <br /> $106,000.00. Two bids were received, and they were substantially over the budgeted project <br /> costs. Both bids were rejected at the November 12, 2013 BCC meeting with recommendation to <br /> modify the specifications for the project to be re-bid. <br /> The modifications to MBV's Scope of Work are: <br /> • Revisions of the Specifications <br /> • Preparation of Engineer's cost estimate <br /> • Attendance at the pre-bid meeting <br /> • Coordination with contractors and purchasing to address any questions <br /> FAUtilities\UTILITY-EMPLOYEE FOLDERS\Te Southard\A endas\A enda- MBV WO 5 Amendment 1 South RO Storage Tank Connection <br /> December 2013 AO Final.doc <br /> 123 <br />
