McCoy, AICP; Chief, Current Deve pnt <br /> DATE: December 9, 2013 <br /> SUBJECT: GHO Fieldstone Ranch Corp's Request for Final Plat Approval for a Subdivision <br /> to be Known as Fieldstone Ranch Phase 3 [2004050472-70902 / SD-04-11-52] <br /> It is requested that the data herein presented be given formal consideration by the Board of <br /> County Commissioners at its regular meeting of December 17, 2013. <br /> DESCRIPTION & CONDITIONS: <br /> The Fieldstone Ranch Phase 3 subdivision represents the third and final phase of the Fieldstone <br /> Ranch Subdivision located on the south side of 77th Street, west of 581h Avenue. Phase 3 consists <br /> of 39 lots on 15.84 acres resulting in a density of 2.46 units/acre for Phase 3. The overall <br /> Fieldstone Ranch Subdivision consists of three phases containing 129 lots on 60 acres, with an <br /> overall project density of 2.15 units/acre. The subdivision site is zoned RS-3 (Residential <br /> Single-Family — up to 3 units per acre), and has an L-1 (Low Density 1 up to 3 units per acre) <br /> land use designation. <br /> On November 18, 2004, the Planning & Zoning Commission granted preliminary plat approval <br /> for the Fieldstone Ranch Subdivision. Initially, the project was proposed for development in a <br /> single phase but has since been approved for development in three phases. The applicant has <br /> constructed Phase 1 (68 lots) and Phase 2 (22 lots), and has platted both phases. With respect to <br /> Phase 3, the developer obtained a land development permit, constructed the required subdivision <br /> improvements, and recently obtained a certificate of completion. The applicant has submitted a <br /> Phase 3 final plat in conformance with the approved preliminary plat, and now requests that the <br /> Board of County Commissioners grant final plat approval for Fieldstone Ranch Phase 3. <br /> ANALYSIS: <br /> The final plat will establish individual single family lots, a conservation tract, a recreation and <br /> landscaping tract, internal road right-of-way, and various easements. All of the required <br /> improvements for Fieldstone Ranch Phase 3 have been completed and inspected, and a certificate <br /> of completion for subdivision improvements was issued on December 11, 2013. As part of the <br /> certificate of completion process, the developer posted a maintenance bond to guarantee required <br /> road and drainage improvements.
