Keith McCully, P.E., Stormwater Engineer �& <br /> SUBJECT: CONSENT AGENDA — MODIFICATION TO SUBGRANT AGREEMENT <br /> BETWEEN FLORIDA DIVISION OF EMERGENCY MANAGEMENT AND <br /> INDIAN RIVER COUNTY FOR THE ROCKRIDGE SUBDIVISION SURGE <br /> PROTECTION PROJECT <br /> DATE: November 22, 2013 <br /> DESCRIPTION AND CONDITIONS <br /> The purpose of this agenda item is to request the Board of County Commissioners <br /> (Board) approve and execute a modification to a subgrant agreement between the <br /> County and Florida Division of Emergency Management (DEM) for the Rockridge <br /> Subdivision Surge Protection Project. <br /> In 2004, Hurricane Frances stalled off the Florida coast for three days and caused <br /> serious flood damage to homes in the Rockridge subdivision. In March 2005, the <br /> County approved a Work Order with the engineering firm of PBSJ to provide <br /> engineering services for a FEMA Hazard Mitigation Grant Program (HMGP) application <br /> for the flooding. In its funding application, PBSJ estimated the project cost (engineering <br /> and construction) to be $2,000,000. <br /> On September 28, 2006, the County received a FEMA Phase 1 HMGP grant, <br /> administered by DEM. Grant funding included engineering design and permitting. The <br /> County entered into Work Orders with Malcolm Pirnie, Inc. (now Arcadis, Inc.) to provide <br /> the engineering design and permitting services. This work is complete and all related <br /> Work Orders closed. Malcolm Pirnie's Engineer's Opinion of Probable Construction <br /> Cost is $7,213,000. DEM performed a project Benefit-Cost Analysis (BCA) using the <br /> Malcolm Pirnie construction cost estimate together with other project costs, and the <br /> BCA ratio was determined to be only 0.80. A BCA ratio of 1.00 or greater is required to <br /> qualify a project for Phase II FEMA construction funding. Therefore, the project does <br /> not qualify for a FEMA Phase II construction grant. <br /> 129 <br />
