TASK 2—LEVEL OF SERVICE ANALYSIS <br /> TASK 2.1 ADOPTED LEVEL OF SERVICE REVIEW <br /> Using information from the County's impact fee studies,' CONSULTANT shall review the <br /> adopted LOS for all service/facility categories other than traffic, with a special emphasis on <br /> fire/EMS, corrections, and parks. This review shall involve a comparison of adopted levels of <br /> service with existing service levels and an assessment of the appropriateness of the adopted <br /> service levels. Alternative service levels shall be identified,where appropriate. <br /> TASK 2.2 LEVEL OF SERVICE ANALYSIS REPORT AND PRESENTATION <br /> CONSULTANT shall prepare Technical Memorandum #2 (TM2), Level of Service Analysis <br /> Report. TM2 shall include all information, assessments, and analyses produced in Task 2.1. <br /> TM2 shall also identify assumptions made and methodologies employed to complete TM2 tasks. <br /> CONSULTANT shall prepare TM2 in a manner that is easy to read and understandable by the <br /> general public. Ten copies of TM2 shall be submitted to COUNTY for review. After COUNTY <br /> review of TM2, CONSULTANT shall make necessary revisions to the draft, prepare the final <br /> report, and transmit twenty copies of the final report to COUNTY. <br /> CONSULTANT shall also attend one public meeting with elected officials/decision makers to <br /> present the level of service issues and alternatives identified in Task 2. CONSULTANT shall <br /> prepare all presentation material, including Power Point presentations, presentation boards, and <br /> handouts, in a manner that is non-technical and understandable by the public. <br /> TASK 3 —METHODOLOGY <br /> TASK 3.1 DEVELOPMENT OF ALTERNATIVES FOR LOWERING IMPACT FEES <br /> CONSULTANT shall review all applicable laws and regulations governing impact fees; review <br /> the impact fee policies of other jurisdictions; review the 2012 Traffic Impact Fee Review Report <br /> developed by staff; and consult with legal and technical experts, as appropriate, to develop <br /> alternatives for reducing commercial impact fees, while minimizing or avoiding increases in <br /> non-commercial impact fees. Specific consultant tasks will include analyzing the legal and <br /> policy consequences of each alternative; identifying steps to be undertaken to implement the <br /> alternative; and estimating the financial impacts of the alternatives. The alternatives to be <br /> explored shall include, at a minimum,the following: <br /> 3.1.A Subsidizing Impact Fees for Non-Residential Land Uses <br /> Under this alternative, the County may reduce impact fees on non-residential <br /> development by subsidizing the payment of the non-residential fee with contributions <br /> from other funding sources, such as ad valorem taxes, local option gas taxes, or local <br /> option sales taxes. Since this approach may utilize existing capital funding sources (such <br /> as the local option gas tax)to subsidize impact fee payment, CONSULTANT will need to <br /> 5 <br /> 109 <br />
