Matson, AICP; MPO Staff Director <br /> � J <br /> FROM: Brian Freeman, AICP; Senior Transportation Planner [3f- <br /> DATE: January 31, 2013 <br /> SUBJECT: Consideration of New Three-Year Agreement between Indian River County and <br /> the Indian River County Senior Resource Association, Inc. for Provision of <br /> Mass Transit Service <br /> It is requested that the information herein presented be given formal consideration by the Board of <br /> County Commissioners at its regular meeting of February 12, 2013. <br /> DESCRIPTION, CONDITIONS, AND ANALYSIS <br /> In July 1998,the Federal Transit Administration(FTA)conducted a triennial review of Indian River <br /> County's federally funded transit program. One FTA requirement arising from the triennial review <br /> was that the County and the Senior Resource Association(SRA),formerly known as the Council on <br /> Aging,comprehensively formalize the responsibilities of each parry regarding the provision of public <br /> transportation services within the County.In response to that requirement,Indian River County and <br /> the Senior Resource Association entered into an Agreement for Mass Transit Service Provision in <br /> 1999. Subsequently,that agreement was renewed by both parties in 2002,2006,and 2010.The latest <br /> renewal expires February 16, 2013. <br /> In cooperation with the SRA,staff has prepared a new Agreement for Mass Transit Service Provision <br /> (Attachment#1).The agreement identifies the responsibilities of the County and the SRA regarding <br /> grant application and administration,vehicle procurement and maintenance,drug and alcohol testing, <br /> public comment on fare and service changes, handicapped accessibility, and other issues. The <br /> agreement also provides for County oversight of the SRA's transit activities to ensure compliance <br /> with federal regulations.
