The Chairman asked if anyone else wished to be heard in this <br />matter. There being none, he closed the public hearing. <br />MOTION WAS MADE by Commissioner Wheeler, SECONDED by <br />Commissioner Scurlock, to agree that the node has <br />been determined to be 70% developed, and to adopt <br />Resolution 91-62 approving the proposed amendment <br />for transmittal to the Department of Community <br />Affairs. <br />Director Keating asked if the Board would like staff to <br />consider taking some of the property out of the node at the next <br />Comp Plan hearing, particularly the residential to the west of the <br />hospital. <br />Chairman Bird stated he is not in favor of deleting property <br />from the node. He believed we have found justification for the <br />addition to the node by determining that the 70% criterion has been <br />identified. He felt it is unfair to existing property owners to <br />delete this property. If they choose to use it for some purpose <br />other than commercial then, .obviously, we would delete it. <br />Commissioner Bowman felt compelled to speak for the <br />environment even though she realized she is "spitting in the wind," <br />but admitted she is accustomed to that. She stressed the Florida <br />'Coastal Ridge is globally important as a unique and most endangered <br />environment, and this County has permitted untold destruction of <br />it. We have very little left and it is our geological heritage. <br />If we permit further encroachment westward into this sand ridge, we <br />are not only going to be destroying eight acres but the rest of the <br />twenty acres will go and, after that, on the north side of Roseland <br />Road, there will be more. Commissioner Bowman thought that we are <br />making a big mistake unless we agree to put into a conservation <br />area that stretch on the east side of U.S.1, which she described as <br />a nice pristine ecosystem. <br />Commissioner Scurlock asked if the proper approach would not <br />be to submit that to the Land Acquisition Committee. <br />Commissioner Bowman stated she realized that but wanted to <br />point out that it was stated, under our policy 13.3, that there was <br />no mistake made in the approved comprehensive plan. She thought <br />there was a very serious mistake made and some of these sand ridge <br />areas should have been designated. Not only are the large tracts <br />important but the small tracts are also essential to biodiversity <br />and without biodiversity you have extinction. <br />33 <br />MAY 21 Ou 91 <br />
