At its December 11, 1990 <br />meeting, the board approved the transmittal of all amendments to <br />DCA for theiar ninety (90) day review. Soon after that, staff <br />compiled all necessary information and transmitted the amendments <br />to DCA. <br />On April 22, 1991, the county received DCA's review comments on the <br />proposed amendments. These comments are in the form of an ORC <br />(objections, recommendations and comments) report. This ORC <br />identifies objections to each of the proposed amendments. These <br />objections must be addressed by the county, and formal action must <br />be taken on each amendment request at an adoption public hearing to <br />be held no later than sixty days after receipt of the ORC. Failure <br />to adequately address DCA's objections may prevent the county's <br />plan from being found in compliance and subject the county to the <br />same administrative hearing and sanction process which the county <br />faced with its original non-compliance finding. <br />Because of the 60 day requirement for taking action on the <br />amendments, the staff has scheduled an adoption hearing for June <br />18, 1991. Once action is taken at this adoption hearing, DCA will <br />review that action to determine if its objections were adequately <br />addressed and then make a compliance finding. Since the board's <br />decision on each amendment request is so important and will <br />determine whether the county's plan will be found in compliance, <br />staff felt that the board should consider DCA's objections relating <br />to each proposed amendment request and provide direction to the <br />staff. <br />ALTERNATIVES & ANALYSIS: <br />The staff has analyzed each of DCA's objections for each of the <br />proposed comprehensive plan amendments. In addition, county staff <br />has discussed the objections and their resolution with DCA staff. <br />Based upon the staff analysis and subsequent staff/DCA discussion, <br />a summary matrix has been developed. <br />A copy of the referenced summary matrix is attached to this agenda <br />item. This matrix separately addresses each of the proposed <br />comprehensive plan amendments, identifies DCA's objections to each <br />amendment, identifies staff response to each objection (whether or <br />not the objection is valid), and includes proposed action which <br />staff feels must be taken to resolve the objection. <br />58 <br />MAY 21 1991���o�, F, �t 3iro <br />
