Keith McCully, P.E., Stormwater Engineer 9P <br /> SUBJECT: CONSENT AGENDA -APPROVAL OF AMENDMENT NO. 2 TO WORK <br /> ORDER NO. 5-RR FOR THE ROCKRIDGE SUBDIVISION SURGE <br /> PROTECTION PROJECT <br /> DATE: February 26, 2013 <br /> DESCRIPTION AND CONDITIONS <br /> The purpose of this agenda item is to request approval of Amendment No. 2 to Work <br /> Order No. 5-RR with the consulting engineering firm Malcolm Pirnie, Inc./Arcadis for <br /> additional permitting services for environmental permitting required by the U.S. Army <br /> Corps of Engineers (ASCOE). The Rockridge Surge Protection Project includes <br /> mitigation of wetlands that will be impacted by construction. The proposed mitigation <br /> site is on County owned Earman Island and the additional permitting services are <br /> required because an adjacent piece of property on the island is also being permitted for <br /> another County mitigation project (Oslo Boat Ramp). The CONSULTANT has to <br /> address a USCOE request to coordinate the Rockridge Earman Island mitigation plan <br /> with the Oslo Boat Ramp mitigation project and to supply additional information with <br /> respect to the mitigation. <br /> Obtaining the USCOE permit is necessary for this project in order to satisfy <br /> requirements of a FEMA Hazardous Mitigation Grant Program (HMGP) contract (Phase <br /> 1 subcontract). This contract was issued shortly after Hurricanes Jean and Francis <br /> devastated the County in 2004. The Rockridge subdivision experienced significant <br /> flooding during Hurricane Francis and the HMGP contract was issued in order to <br /> mitigate future flooding within the subdivision. This work effort is referred to as the <br /> Rockridge Surge Protection Project. The County is under Phase 1 of the HMGP <br /> contract, which covers design, permitting, and geotechnical surveying services for the <br /> �- Rockridge Surge Protection Project. Per the HMGP contract, FEMA will reimburse the <br /> County $267,000 for expenses incurred by the County in Phase 1. Existing agreements <br /> with Malcolm Pirnie for Phase 1 activities total $613,675.80. The USCOE permit is the <br /> 132 <br />
