Nixon, P.E., Roadway ProductionSUBJECT: Former Cattle Dip Site-Geosyntec Consultants, Inc. <br /> Work Order#6-Site Assessment <br /> DATE: February 5, 2013 <br /> DESCRIPTION AND CONDITIONS <br /> The County purchased the former Cattle Dip Site for recreational and parking purposes on February 25,2008. <br /> The subject parcel is located on the south side of SR 510 near Disney's Vero Beach Resort. It is <br /> approximately 1.67 acres in size with 330 feet of frontage along SR 510. The future improvements could <br /> include overflow parking for Wabasso Beach Park., picnic facilities and other park features. <br /> The parcel is the site of a former cattle dip vat and thus presents a potential environmental and public health <br /> concern. From the 1910's through the 1950's by Florida law,all cattle,and other animals susceptible to the <br /> Cattle Fever Tick,were required to be dipped periodically. Dipping vats were filled with an arsenic solution <br /> with other pesticides and heavy metals. A site assessment performed by Geosyntec Consultants,Inc.for the <br /> County found arsenic levels present in the soils in concentrations exceeding the residential Standards and <br /> ground concentrations above groundwater cleanup target levels. <br /> ANALYSIS <br /> Geosyntec Consultants, Inc. performed delineation of arsenic impacts and performed soil clean-up and <br /> disposal including the excavation of the cattle dip vat,arsenic-impacted soil,extraction of groundwater and <br /> backfilling with clean soil. <br /> On July 17, 2009 Geosyntec Consultants, Inc.submitted a Supplemental Interim Source Removal Report to <br /> the Florida Department of Environmental Protection that included the sampling results and <br /> recommendations to take no further action on the soil. Arsenic concentrations in the groundwater remained <br /> above the groundwater cleanup target levels: therefore, Geosyntec Consultants, Inc. recommended <br /> assessment of the remaining groundwater arsenic impacts. The Florida Department of Environmental <br /> Protection concurred with the recommendations. <br /> The work associated was performed utilizing the Continuing Contract Agreement for Professional Services <br /> entered into as of August 10, 2004 and amended July 24, 2007 between Indian River County Solid Waste <br /> Disposal District and Geosyntec Consultants,Inc. The proposed site assessment activities were based on the <br /> Florida Department of Environmental Protection's review of the Supplemental Interim Source Removal <br /> Report dated July 17,2009 which recommended activities to delineate the extent of the arsenic groundwater <br /> impacts. On August 25, 2010 Geosyntec Consultants, Inc. prepared a report for the Florida Department of <br /> Environmental Protection. It was recommended that a minimum of one year of semi-annual ground water <br /> monitoring be done to assess the stability of the arsenic plume.
