Gifford Neighborhood Plan Analysis <br /> COMMUNITY ASSESSMENT <br /> To obtain community feedback and to determine what Gifford residents consider as the community's major issues,problems, and <br /> possible solutions, a community meeting was held. At that meeting facilitated by county planning staff, the residents who attended <br /> were divided into three groups and addressed the following issues: <br /> • Housing and Code Enforcement <br /> • Public Facilities and Services <br /> • Zoning, Development, and Commercial Activity Center <br /> Each group discussed and identified major issues, and problems. Each group then suggested a set of solutions to address these issues <br /> and problems. Following is a list of issues/problems and solutions identified by the Gifford residents. <br /> HOUSING AND CODE ENFORCEMENT <br /> I. Issues/Problems <br /> 1. Lack of Ownership <br /> 2.
