Gifford Nei hborhood Plan Plan <br /> such as Habitat for Humanity, will need to continue building new homes in Gifford and providing pre and post <br /> construction mentoring to their clients. In this effort, community groups, particularly the Progressive Civic League of <br /> Gifford, have a vital role. These groups must inform Gifford residents of the various local and state programs <br /> available for housing ownership and/or rehabilitation, and they must encourage residents to participate in these <br /> programs. <br /> Objective 1. Housing Rehabilitation <br /> By 2005, 60 substandard residential units will have been rehabilitated. <br /> Action 1.1 —In 2002, the county will apply for Community Development Block Grant(CDBG) funds to rehabilitate 30-40 <br /> substandard housing units in the Gifford area. <br /> Action 1.2—The county will commit up to $350,000 of FY 2002-03 and FY 2003-04 SHIP funds to match the CDBG money. <br /> Action 1.3 —The county will prepare a SHIP program informational package that provides information regarding county's <br /> rehabilitation assistance program. <br /> Action 1.4—The county will give SHIP rehabilitation program priority to Gifford residents. <br /> Action 1.5 -The Progressive Civic League of Gifford will distribute SHIP rehabilitation program information to Gifford residents at <br /> public meetings, churches, and civic events. <br /> Action 1.6—The county will assist Gifford residents in forming neighborhood associations to promote property maintenance and <br /> neighborhood cooperation. <br /> Obiective 2. Housing Demolition <br /> By 2005, 10 dilapidated residential units will have been demolished. <br /> Action 2.1 —The county shall use CDBG funds to demolish and replace at least 5 dilapidated housing units in the Gifford area. <br /> Action 2.2—The county will identify and raze at least 2 unsafe structures per year. <br /> Community Development Department Indian River County 61 <br />
