Gifford Neighborhood Plan Implementation <br /> ➢ Municipal Service Benefit Unit East Gifford Stormwater Watershed Area <br /> As described in the Existing Conditions Section, the Board of County Commissioners, in September 2000, established a Municipal <br /> Service Benefit District (MSBU) to include an area of Gifford that was not under the authority of a water control district. This <br /> MSBU will enable the county to collect approximately $15 per year per parcel for funding a stormwater improvement project for that <br /> area of Gifford. Stormwater management duties for the rest of Gifford are the responsibility of the Indian River Farms Water Control <br /> District(IRFWCD). <br /> ➢ Impact Fees <br /> Traffic impact fees collected in District II can be used for capacity expanding roadway improvements in District 11 which covers the <br /> Gifford area. <br /> ➢ Gifford Road Improvement Fund <br /> Funds under this capital projects fund category are transferred from the General Fund and MSTU taxing funds. As indicated in the <br /> county's 2000/01 budget, the Gifford Road Improvement Fund category has been allocated $2,000,000. Road improvement projects <br /> in the Gifford area can be funded through this fund category. <br /> ➢ Gifford Street Lighting District <br /> Seventeen street lighting districts exist in the unincorporated county. Since such districts are non-ad valorem projects, funds for <br /> installing, operating, and maintaining the streetlights are generated by billing the property owners that reside in each district. <br /> ➢ Funding of Recreation Uses <br /> Maintenance and operation of various recreation facilities in Gifford are funded through the county's general fund revenues. Capital <br /> costs for recreation facilities are funded through the county's one cent sales tax.
