BOARD OF COUNTY COMMISSIONERS <br /> 180127' Street, Vero Beach, Florida 32960-3388 <br /> Office of Management& Budget <br /> Telephone: (772)226-1214 .c' <br /> March 22, 2013 �LORIO�' <br /> Sheriff Deryl Loar <br /> Indian River County Sheriff's Dept. <br /> 4055 41St Avenue <br /> Vero Beach, FL 32960 <br /> Dear Sheriff Loar: <br /> Staff is in receipt of your letter dated March 21, 2013, requesting a wire transfer for <br /> $800,000 to be sent on Monday, March 25, 2013 for the purchase of vehicles. Please be <br /> aware staff is unable to process this request at this time. Several actions need to take <br /> place prior to the transfer of such funds as detailed below: <br /> 1. Please see the letter from Joseph Baird, County Administrator, dated March <br /> 21, 2013 (copy attached) requesting information relating to this purchase. <br /> This information must be provided prior to release of the funds. <br /> 2. At the Board of County Commissioners meeting on March 19, 2013, the <br /> Board directed staff to bring back a recommended funding source for this <br /> request. County staff is considering Optional Sales Tax, General Fund, <br /> M.S.T.U. and proceeds from surplus of the older vehicles as potential <br /> funding sources. Staff will present a recommendation to the Board at the <br /> next available meeting in April after staff receives information from the Sheriff <br /> as requested in the March 21St letter. <br /> 3. A Budget Amendment needs to be approved by the Board of County <br /> Commissioners prior to the release of these funds. In accordance with <br /> Section 129.06, Florida Statutes, the budget for the Board of County <br /> Commissioners may only be amended via resolution of the Board. No such <br /> resolution was presented to the Board at the March 19th meeting. Further, <br /> the documentation from the Sheriff's Department did not mention a Budget <br /> Amendment or request one. The cover letter from the Sheriff, dated March <br /> 14, 2013, simply requested a discussion of the potential purchase and <br /> funding source for marked patrol vehicles. There is no mention of a Budget <br /> Amendment included in the thirteen pages of backup documents. <br /> 236 <br />
