The intent of this proposal was to provide <br /> for the creation of a Town Center/Gifford Neighborhood Commercial Activity Center(GNCAC)as <br /> outlined in the Gifford Neighborhood Plan. <br /> Below please find responses to questions raised by residents at the September 10th meeting. <br /> • What effect will the proposed commercial rezoning have on property taxes? <br /> Staff at the Property Appraiser's office confirmed that this rezoning would have no effect on those <br /> residential properties which have homestead exemption.Vacant and rental properties(which do not <br /> have homestead exemption) may or may not see a change in value. Changes would be based on <br /> market values in the area. Properties are appraised at"Market Value".If the market value increases <br /> or decreases, the assessed values will follow. <br /> • Will homeowners be able to rebuild their residential structures if a catastrophic event <br /> (fire, hurricane, tornado)were to occur? <br /> Yes-Detached single-family homes are a permitted use under the special regulations prepared for the <br /> GNCAC.Homes would be allowed to be rebuilt at their existing location if damage is less than 50% <br /> of the assessed value. cases where the damage is more than 50% of the assessed value, the <br /> GNCAC setback and buitaing requirements would apply.The GNCAC setback requirements are less <br /> restrictive than the normal RM-10 setbacks.If any home is destroyed or damaged beyond 50%of its <br /> assessed value and damage occurred within a state or federally declared disaster area,then the home <br /> may be rebuilt in its original location. <br /> 1 <br /> ATTANMENT 5 <br /> _. �_.. <br /> 96 <br />
