Zito,Assistant County Administrator <br /> From: Brad Bernauer,Human Services Director <br /> Subject: Renewal of Florida Power& Light(FP&L) Care To Share Agreement <br /> BACKGROUND: <br /> Attached, is a copy of a proposed renewal agreement to be entered into between Florida Power and Light <br /> (FP&L) and Indian River County. The "Care To Share" program is established by FP&L via <br /> contributions from the electrical utility's customers to provide emergency energy assistance to low- <br /> income residents in Indian River County who are in special need of emergency funding to pay a <br /> delinquent power bill from FP&L. In the last five years, FP&L has provided a total of$181,559 which <br /> averages out to $36,311 per year of assistance to qualified residents of Indian River County. <br /> FP&L would like to extend their contract for one(1) year. <br /> Pursuant to this renewal agreement, FP&L's Assistance and Referral Representatives (ASSIST Reps)will <br /> (W serve as the utility's primary liaison on a day-to-day basis with the County's Human Service Department. <br /> FP&L has found the "Care To Share" Program to be a great match for other Health and Human Services <br /> type departments. The program tends to align well with the missions of these departments to assist <br /> residents in need and help foster self-sufficiency. The FP&L program is intended to be a funding option <br /> of last resort after all Federal and State resources have been used. <br /> Staff has found this program to be relatively easy to administer and does not cause any significant burden <br /> on existing staff. The program will continue providing a source of non-governmental funds that can be <br /> used to help citizens in a energy crisis situation and will continue to supplement public funding that is <br /> provided through the Human Services operation of Indian River County. <br /> RECOMMENDATION: <br /> Staff recommends the Board's approval of the Care To Share one year extension of the Agreement with <br /> Florida Power and Light and authorization for the Chairman to execute the Agreement. <br /> Approved Agenda Item Indian River Co.
