Mora, P.E., Public Works Director Circa <br /> From: Lynn Williams, Facilities Manager/Project Manager <br /> Subject: Crime Scene Unit Work Order#3 Donadio and Associates <br /> BACKGROUND: <br /> On September 8, 2009, the Board approved a Professional Services Agreement with Donadio <br /> and Associates, P. A. to perform a spatial needs analysis and site master plan (Phase 1) and <br /> design of an evidence storage facility (Phase 11) for the Sheriff. During the completion of the <br /> Phase I work the County purchased property adjacent to the Sheriff's site (formerly Sunsky <br /> Roofing). This site includes two structures intended for adaptive reuse by the Sheriff's <br /> Department Crime Scene Unit and other divisions. <br /> Work Order#1 in the amount of$27,500 included evaluation of the structures and systems for <br /> renovation as a solution to the space needs identified in the Phase I work. Professional fees for <br /> the construction and bidding documents for the reuse of existing building were approved by the <br /> Board in Work Order#2 in the amount of$219,802.00 on June 19, 2012. <br /> During the needs analysis and master planning stage (Work Order#1), relocation of the existing <br /> outdoor evidence storage compound was identified as a part of the project. However, the <br /> estimated cost for reuse of the buildings during the needs analysis (work order#1) exceeded the <br /> budget and the compound did not remain a part of the project. Since we received very favorable <br /> bids ($1.299 million) for the work and the evidence compound remained as an identified yet <br /> unmet need, staff requested Donadio and Associates prepare a proposal for design fees for the <br /> evidence storage compound. <br /> The Sheriff's Department original concept for the evidence storage compound was a secure <br /> covered area for the storage of vehicles and other large items held for either preservation of <br /> evidence or post conviction appeal processes, to protect as much as possible from the <br /> elements. Florida Statutes require that all evidence materials be maintained in substantially the <br /> same condition as when seized, for the duration of the time they are held. This requirement <br /> cannot be met in the current location and configuration. <br /> The evidence compound is proposed to be constructed adjacent to the Crime Scene facility, <br /> with access through the CSI site, but will be designed and permitted as a separate structure. <br /> Professional design fees ($58,694)for the project are detailed in Exhibit A- Phase IIA and IIIA <br /> of the Work Order. <br /> FAPublic Works\Luanne M\Facilities Management\Sheriff Storage-New Bldg&Future Facility\work order#3 1 <br /> donadio bcc 05-28-13.doc 78 <br />
