Comprehensive Plan <br /> Potable Water Sub Element <br /> • Level Two - whether the project increases efficiency of use of existing faciliti <br /> prevents or reduces future improvement costs, provides service to developed eas <br /> lacking full service or promotes in-fill development. <br /> • Level Three - whether the project represents a logical extension of acilities and <br /> services within a designated service area <br /> POLICY 5.3: In order to guarantee provision of more than the minim level of service,the <br /> county shall take the following steps: <br /> • begin planning and preliminary design for expansio hen a plant's Average Daily <br /> Demand is projected to equal or exceed its capaci within 5 years; <br /> • prepare plans and specifications for expansio hen a plant's Average Daily Demand <br /> is projected to equal or exceed its capaci within 4 years; <br /> • submit a complete construction pe it application to the Florida Department of <br /> Environmental Protection for ex nsion when a plant's Average Daily Demand is <br /> projected to equal or exceed it capacity within 3 years; and <br /> • submit an application for operationermit for the expanded facility p p ihty to DEP when a <br /> plant's Average Daily emand is projected to equal or exceed its capacity within 6 <br /> months. <br /> POLICY 5.4: The c my potable water system shall continue to operate as an enterprise <br /> system which is fi ncially self-supporting. <br /> POLICY 5.5• The county shall fund potable water capital improvements and expansions <br /> through u r fees, impact fees, developer's agreements, assessments and other appropriate <br /> fees an nding mechanisms. <br /> P ICY 5.6: The county shall pursue state and federal sources of funding available for the <br /> mprovement and expansion of utility services. <br /> POLICY 5.7: Consistent with the policies of the Future Land Use Element of this plan, <br /> centralized water service shall be limited to the following areas: <br /> • Areas within the Urban Service Area; N <br /> • Areas where the county has legal commitments to provide facilities and services as of <br /> UJ <br /> Community Development Department Q <br /> Indian River County 46 Q <br /> H <br /> Oc <br /> 170 <br />
