Indian River Lagoon Working Group <br /> July 16,2013 <br /> Page 2 of 4 <br /> scientific approaches to meeting those targets, overseeing the implementation of demonstration <br /> projects that will be performed and measured against specific success criteria, and generating <br /> implementation budgets and timelines. The initial meeting for this group of 20 stakeholders is slated to <br /> occur in August 2013. <br /> Howard Ehrsam, a Senior Project Manager with Creech Engineers, Inc. (Creech), will be overseeing <br /> this multi-day day meeting. Two days are planned for a workshop with all participants and a Td day for <br /> a small working group to memorialize the work into deliverable form. Environmental and Marine <br /> Consulting Services Inc. (EMCS) will assist Creech in selecting suitable facilitator to conduct the <br /> stakeholder's meeting. The goal is to select a facilitator who is specifically qualified to coordinate and <br /> manage this level of effort, preferably with environmental restoration experience. However, due to the <br /> scientific, political and institutional complexity associated with coordinating environmental restoration <br /> efforts of this scale, it is likely that expert restoration experience will be needed to support the facilitator <br /> and effectively conduct the meetings. EMCS has been asked to provide this guidance to the selected <br /> facilitator. Lastly, an action plan will need to be formulated in order to effectively organize efforts based <br /> on the outcomes reached during the stakeholder meetings. <br /> SCOPE OF SERVICES <br /> Task 01 — Facilitator Selection <br /> Supported by EMCS, Creech will assist with the selection of the Stakeholder Meeting facilitator. The <br /> facilitator will be a qualified professional in the field of mediation and facilitation. It is preferred that the <br /> facilitator has experience in the environmental and scientific restoration field, specifically in the Indian <br /> River Lagoon. <br /> A short list of up to 3 potential facilitators will be created based on professional qualifications, past <br /> experience, and professional references. Creech and EMCS will conduct meetings and/or phone <br /> interviews as necessary to present recommendations to decision makers. <br /> Task 02—Stakeholder Meetings and Report <br /> With assistance from EMCS, Creech will conduct 20 stakeholder meetings. The purpose of these <br /> meetings will be to collect pertinent background information regarding each stakeholder, which may <br /> influence the meetings, assemble the most recent and up-to-date findings with regard to the Lagoon's <br /> health, and currently planned Lagoon restoration efforts. Specific information gathered from each <br /> stakeholder will include the following: <br /> • Specific interests, responsibilities, and constraints for each stakeholder, <br /> • Historical levels of effort taken by each stakeholder towards Lagoon restoration (successful and <br /> unsuccessful) <br /> • Current levels of effort taken by each stakeholder towards Lagoon restoration, <br /> • Future levels of effort planned by each stakeholder towards Lagoon restoration, <br /> • Each stakeholder's existing data inventory, and <br /> • Potential participation levels and/or funding sources. <br /> Creech will work with EMCS to prepare, conduct and summarize the meetings as well as any research <br /> to evaluate various technologies and topics presented by stakeholders. <br /> Melbourne , Port St. Lucie , Stuart 1 Tallahassee <br /> As a2 :3 <br />
