Environmental & Marine Consulting Services, Inc. <br /> One of the most significant needs identified during the symposium was one for unified and <br /> coordinated effort when considering options to restore appropriate environmental conditions <br /> within the Lagoon. Therefore, in efforts to efficiently expedite private and publicly funded <br /> Lagoon restoration efforts between the Sebastian and Fort Pierce Inlets, primarily within Indian <br /> River County, an assembly of 20 stakeholders has been created. These 20 stakeholders will be <br /> tasked with the goal of identifying restoration targets for this portion of the Lagoon, evaluating <br /> various regulatory, technological, and scientific approaches to meeting those targets, overseeing <br /> the implementation of demonstration projects that will be performed and measured against <br /> specific success criteria, and generating implementation budgets and timelines. The initial <br /> meeting for this group of 20 stakeholders is slated to occur in August 2013. <br /> Mr. Howard Ehrsam, a Senior Project Manager with Creech Engineers, Inc. (Creech), will be <br /> overseeing this multi-day day workshop. Two days are planned for all stakeholders and <br /> participants, and a 3rd day is planned for a small working group to memorialize the workshop <br /> results into deliverable form. Save the Indian River Estuary Now, Inc. (STIRLEN) has requested <br /> Environmental and Marine Consulting Services Inc. (EMCS) assist Creech with organizing, <br /> conducting, and summarizing this workshop. <br /> The first goal is to select a facilitator who is specifically qualified to oversee and manage this <br /> level of stakeholder coordination, preferably with environmental restoration experience. EMCS <br /> will assist with the selection of a qualified facilitator. However, due to the scientific, political and <br /> institutional complexity associated with coordinating environmental restoration efforts the scale, <br /> it is likely that expert restoration experience will be needed to support the facilitator and <br /> effectively conduct the meetings. To that end, EMCS has been asked to provide this guidance to <br /> the selected facilitator and provide meeting support. <br /> EMCS will participate in initial stakeholder interviews to collect specific information designed to <br /> familiarize the facilitator with critical information. In addition, EMCS will provide technical <br /> assistance and guidance to the facilitator during the stakeholder meeting. <br /> Lastly, an action plan will need to be formulated in order to effectively organize restoration <br /> efforts based on the outcomes reached during the stakeholder meetings. EMCS has produced <br /> many of these documents in the past on projects of similar scale. STIRLEN has also requested <br /> EMCS support Creech with plan formulation services as well. <br /> Therefore, EMCS has prepared this scope of services for STIRLEN to support Creech with <br /> facilitator selection, initial stakeholder interviews, technical facilitator support, meeting <br /> preparation and participation, and action plan formulation. <br /> 2. SCOPE OF SERVICES <br /> Task 1: Facilitator Selection <br /> EMCS will support Creech in selecting the stakeholder workshop facilitator. The facilitator will <br /> be a qualified professional in the field of mediation and facilitation.
