a. Community open spaces open to the public, such as squares, plazas, or parks, <br /> shall comprise a minimum of 5% of the total project area. <br /> b. Civic uses, such as post offices, churches, community centers, meeting halls, <br /> schools, day care centers and cultural facilities shall comprise a minimum of 1% <br /> of the total project area. <br /> C. Residential uses shall comprise a minimum of 50%and a maximum of 80%of the <br /> total non-conservation and non-agricultural project area. <br /> d. Commercial and office uses located on residentially or agriculturally designated <br /> land shall not exceed 10%of the total land area designated on the land use plan as <br /> residential and agricultural. <br /> 12. The vertical mixing of uses is allowed and strongly encouraged around designated town <br /> centers,main streets,mixed-use centers, and central squares and greens. <br /> Centers(Locus of Community Activity) <br /> 13. Each project must have at least one public square,town center,or mixed use area within a <br /> '/a mile walking distance from 50% of the project's residential units and within '/i mile <br /> walking distance from 75%of the project's residential units. <br /> Le 14. To accommodate increased pedestrian use, 50% of sidewalks in public squares, town <br /> centers, or mixed use areas shall have a minimum unobstructed width(clear and passable <br /> for pedestrians)of at least seven feet. <br /> 15. On-street parking shall be allowed within public squares, town centers, or mixed use <br /> areas. <br /> 16. Off-street parking lots within public squares, town centers, or mixed use areas shall be <br /> provided only at the rear of buildings. <br /> 17. The center shall accommodate space for a transit stop and a civic building. <br /> Edges(Perimeter of the Community) <br /> 18. Project edges located outside the Urban Service Area shall be established and designed <br /> for environmental,agricultural,recreational, or other open space uses. <br /> Public Buildings <br /> 19. Public buildings, such as schools, churches,post offices,and community centers, shall be <br /> provided in prominent, accessible locations within the project.
