8 10, I3 <br /> FACHC <br /> The Economic Impact of Treasure Coast Community Health, Inc. <br /> Florida's federally qualified health centers(FQHCs)have provided comprehensive, culturally competent, quality primary <br /> health care services to medically underserved communities for more than 40 years. Florida's FQHCs now total 50 <br /> grantees and over 320 service locations—of which four service locations are operated by Treasure Coast Community <br /> Health(TCCH)throughout Indian River County.These sites provided almost 53,000 visits to over 15,500 patients in 2011 <br /> —of which 96.3%of those for which this information was reported were at or below 200%of poverty and 82.0%were <br /> either uninsured or on Medicaid. <br /> Using IMPLAN modeling software, our state primary care association,the Florida Association of Community Health <br /> Centers(FACHC), has determined the overall economic impact of Treasure Coast Community Health's Indian River <br /> County locations is $13.2 million. There is an additional return on investment of$0.83 for each$1.00 invested in <br /> this FQHC. <br /> This analysis is meant to provide only a fair State& Local Government Revenue Impacts of <br /> evaluation of the purely economic impact of the Treasure Coast Community Health <br /> Treasure Coast Community Health's service <br /> locations in Indian River County. To understand <br /> the entire, intrinsic impact of these health care E250,000 <br /> providers on the quality of life in the County, it $200,000 <br /> would be imperative to investigate the services $150,000 <br /> provided by this center, the outreach efforts <br /> undertaken to actively engage individuals and $100,000 - - <br /> their communities to better their own well-being $50,000 - - - <br /> and the positive impact that would have on the <br /> citizens of the County. For example, as a result <br /> of a center providing medical services to a child, Direct Indirect Induced <br /> then that student and her/his parents are then able to be present at their respective duties and the negative impact <br /> (economic,societal and health)of missing school and work are then relieved. However,this analysis does not drill down <br /> to that level and provides a purely objective measurement that demonstrates the economic impact, without subjective <br /> inputs. <br /> TCCH has an impact on every corner of the economy, but the five most affected areas are Services;Finance, Insurance& <br /> Real Estate; Wholesale&Retail Trade; Public Administration and Information.These five sectors of the economy are <br /> responsible for a majority of the fiscal production that results from the health center. <br /> The FQHC also acts as a valuable employer,accounting for 190 jobs throughout the county. In addition to the 136 <br /> positions at the health center(direct jobs),54 additional jobs are created as a result of respending (indirect jobs)and <br /> response to need created by the health center(induced jobs). In other words,when an employee(direct job) spends <br /> wages,these dollars are injected into the community and <br /> Overall Economic Impact create/pay towards employers hiring(indirect jobs). <br /> Similarly, a restaurant may open nearby to serve the <br /> $1,380,790 employees and/or patients who need to eat(induced <br /> it <br /> ■Direct Effect jobs).The five sectors previously listed account for most <br /> • oindirect Effect of employment(187 positions). Employment provided <br /> through this Center not only strengthens the communities' <br /> ■Induced Effect social fabric by reducing unemployment and poverty, but <br /> the safety net services also reduce local hospital and <br /> physician bad debt and charity care,while improving <br /> access to services that might otherwise be out of reach <br /> (fiscal and transportation)to many individuals. <br /> 5- 1 <br />
