The required storage volume must be provided <br />by a decrease of stored water caused by percolation through <br />soil, evaporation, evapotranspiration, or spray irrigation. <br />Retention shall be "off line" (i.e. outside of the primary <br />drainage path), unless it is demonstrated by the applicant <br />that water quality in the receiving waters will not be <br />adversely impacted by "on-line" retention. Wet retention <br />refers to an area the lowest elevation of which penetrates <br />the dry season groundwater table. Dry retention refers to <br />an area the lowest elevation of which lies at least two (21) <br />feet above the wet season groundwater table. <br />
