PINT <br />DIRECTOR OF UTI T SERVICES <br />WILLIAM cCAIN <br />CAPITA JE�bTGINEER <br />DEPARTMENT UTILITY SERVICES <br />UPDATE OF THE UTILITIES WATER AND WASTEWATER <br />MASTER PLANS <br />The Water and Wastewater Master Plans we are currently utilizing were <br />completed in November of 1987 and February of 1988 respectively. Due <br />to changes in County growth and planning, we feel that an update of <br />these plans is necessitated. <br />ANALYSIS <br />The following is a listing of items which warrant the update of these <br />plans: <br />1. The approval of the comprehensive plan has removed a great <br />deal of developable acreage (thus population shifts) and has <br />modified a great number of ultimate land uses designations. <br />2. Changes in population projections and differences in current <br />conditions in comparison with this time frame in the master <br />plans. <br />3. A redefining of the Traffic Analysis Zones (TAZ's) by the <br />Planning Department. These zones define various population <br />dispersion areas and were the basis of the original master <br />plans. <br />4. With each master plan, a close investigation and coordination <br />must be accomplished with regard to line location (water, <br />wastewater, and reuse). As the County grows, road <br />rights-of-way, canal right-of-ways and easements become more <br />crowded with utilities. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners authorize Requests for Proposals to <br />update the -water and wastewater master plans, and negotiate with the <br />selected engineering firms. <br />Commissioner Eggert recalled the master plan was to be a 20 - <br />year plan and felt we are forever updating things. <br />Director Pinto explained our master plan represents 20 years <br />of planning but every master plan should be reviewed every three to <br />five years. Since the three master plans were made at three <br />different times by three different consultants and two of them were <br />prior to our comprehensive plan, staff thought there would be a <br />true benefit in hiring an independent firm to look at all three, <br />integrating the master plans in regard to routes of lines to <br />16 <br />
